Super sculpey hands, hard baked around wire for the hands and arms:

Painted white with acrylic, and attached to torso with cable connectors:

Milliput holds the cable connectors on tightly while keeping one screw exposed to enable the replacement of arms once they wear out or snap:

Steel nails in a sheet of duct tape on the base of the armature keeps it magnetic for stability. Also a hinged jaw on the head should keep it a bit more moveable:
 

A 'false' rib cage is put in with cardboard so that once draped in a cloak, he will still look like he has all the right body parts:

All the separate components attached together so far, with a very basic outline of the skull head in plasticine:
